A Data Engineering Student's Perspective on 3rd world countries (not very optimistic)
Globalization has severely affected third world countries' ability to keep a constant rate of growth and development. This problem comes mainly from all the time that they need to adapt to a new context, a few decades ago everything was slower, information and news could take days or even weeks to reach a different continent. Now, every event in the world (and sometimes even in outer space) spreads like wildfire in a matter of seconds, and in consequence, everything (including economy) moves faster. Taking this into account, third world countries lack the time needed to stabilize after abrupt changes in economy and world politics, making them dependent of countries that can manage this problem.
My proposal would be a large scale prediction algorithm able to predict these changes in world economy to prepare third world countries for them. This, of course would need funding, but more importantly, it would need a lot of information. I think that these countries can afford to fund the project if they cooperate, but I don't know if they would be willing to share all the information needed for it.
The main idea is to create a database with all the economy changes from the last few decades to create a multilinear regression able to predict changes from different causes and host it on a shared server among the participating countries. With this being just a fancy software, it can be made easy to use for anyone, but it would need a lot of security; however, that's not my strong field, so they would need to solve it by themselves. :)
